The International Property Maintenance Code, as adopted shall be supplementary to all other ordinances of the city relating to the construction, use and maintenance of property, buildings and other structures, and shall apply to all vacant land as well as structures, buildings or portions thereof which are designed or intended to be used for residential and other occupancy and/or their accessory uses.
