(A) Subject to administrative approval with respect to scheduling, all employees covered under this chapter, on the anniversary date of their hire, shall be entitled, each year, to the following paid vacation, provided that they have worked at least 1,040 hours (inclusive of holidays and vacation days) in the year preceding their anniversary date and have accrued and completed the required years of service:

(B) Vacation time may be carried over from one anniversary year to the next anniversary year only. Such carry-over shall be limited to the employee’s annual vacation eligibility only.
