No person shall discharge, or permit or cause to be discharged, sewage or the overflow, drainage or contents of a wastewater treatment plant onto the surface of the ground, or onto any street, road or alley, or into a storm sewer, drainage ditch or watercourse creek, except in a manner provided by the Ohio Environmental Protection Agency.
