No person, being the owner of land upon which there is a wastewater treatment plant in connection with the use of the property under the provisions of this chapter, shall maintain or continue the operation of a plant that is not operating in accordance with the standards established by the Ohio Environmental Protection Agency and adopted by this chapter.
