The Plan of Industrial, Commercial, Distribution and Research Development for the city (hereinafter called the “Plan”), prepared and submitted to Council by the Community Improvement Corporation of the city, which Plan is the Agreement which the Mayor is hereinafter authorized to enter into on behalf of the city with the Community Improvement Corporation of the city, is hereby confirmed by Council.
