The Director of Law, with the assistance of the city’s special counsel, is hereby authorized and directed to prepare appropriate forms of legislation for consideration by this Council to initiate the necessary proceedings for determination of the necessity of the proposed improvement and for the giving of notice to owners of property to be benefitted by the improvement of such determination and of the amount of each property owner’s estimated assessment.
