(A) All electronically controlled changeable copy signs shall adhere to the illumination restrictions set forth in § 1328.16 as well as all other standards set forth in this chapter.
(B) All electronically controlled changeable copy signs must show the entire message at one time without displaying characters that are scrolling, moving or exhibit the illusion of movement.
(C) Every electronically controlled changeable copy sign shall have each message appear for no less than ten seconds.
(D) The height of each character on an electronically controlled changeable copy sign shall not exceed 18 inches.
(E) Signs shall not include animated, flashing or scrolling information.
(F) Minimum lot frontage for placement of any electronic sign is 250 feet and shall not be placed closer than within a 250' radius of another existing or previously approved sign.
(G) Electronic signs adjacent to residential districts shall be off during the hours of 10:00 p.m. to 6:00 a.m.
(H) All ground signs throughout the entire city shall have a masonry base. The masonry base shall be wider than the main body of the sign and be 12" - 24" above finished grade. The masonry base will not be included in the overall height of the sign. The heigh of the sign will be based on the zoning district regulations for that lot and be measured from the top of the masonry base.
(I) Electronic signs shall be equipped with automatic dimming technology which automatically adjusts the signs brightness in direct correlation with naturally ambient light conditions at all times.
(J) No electronic sign shall be manufactured or installed to create situations of excessive brightness; determined as any emittance of light greater than ten foot candles measured with a foot candle light meter or photometric calculation at three feet perpendicular to any sign face or which emits light at a boundary line with a residential property of .5 lumens.
