§ 1328.15 PROHIBITED SIGNS IN ALL ZONING DISTRICTS.
   (A)   All signs not expressly permitted in this chapter shall be prohibited in the city. Such signs include, but are not limited to the following:
      (1)   Roof signs;
      (2)   Billboards;
      (3)   Banner signs;
      (4)   Continuous motion electronic reader boards;
      (5)   No mobile signs shall be erected, constructed, displayed or maintained except those on licensed commercial, delivery and service vehicles. Such vehicles shall not be parked in any district closer to the street than the front line of the principal building, unless the principal building has a rear parking area; in which case, all such vehicles shall not be parked closer to the street than the rear line of said building;
      (6)   Temporary directional sign, other than municipal or emergency signs;
      (7)   Signs on ROW and public lands, including any curb, sidewalk, post, pole, hydrant, bridge, wall, tree or other surface located on public property;
      (8)   Flashing, moving, inflatable, blinker, racer type, intermittent, rotating, moving or revolving signs, whirligig devices, inflatable signs and tethered balloons, pennants, ribbons, streamers, spinners, exposed light bulbs, wave flags and string of lights not permanently mounted to a rigid background, and other similar types of attention-getting devices;
      (9)   Signs erected or attached to accessory structures;
      (10)   Portable signs;
      (11)   No sign shall contain words, statements or graphic descriptions of an obscene or indecent nature;
      (12)   Off-premises signs;
      (13)   No sign shall be of a shape or color that may be confused with traffic control signs or devices, railroad sign or signal;
      (14)   Pole signs;
      (15)   Bracket signs; and
      (16)   Pylon signs.
      (17)   Electronically controlled changeable copy signs in windows or on walls/exterior of building.
      (18)   Door Signs - except for hours of operation, ingress and egress indicators and other safety information that may be required by other regulatory provisions.
      (19)   Bluetooth advertising signs/blue casting signs are prohibited.
      (20)   Continuous Motion Video Displays, Digital Dynamic Signs or Signs that display continuous motion videos, messages, or images.
   (B)   Unless specified elsewhere in this Zoning Code, the following prohibitions exist on the location of permitted signs.
      (1)   No signs shall be located nearer than eight feet vertically, or four feet horizontally from any overhead electric wires or conductors or public utility guy wires.
      (2)   No sign shall be located in such a manner as to hinder or prevent free ingress and egress from any door, window or fire escape.
      (3)   No sign shall be attached in any form, shape or manner which will interfere with any opening required for ventilation.
      (4)   No sign shall be located at or near an intersection of two or more streets in such a manner as to hinder or obstruct free and clear vision as determined by the Building Official.
      (5)   Other than traffic control signs, no sign shall be attached to or supported by a tree, bus shelter, utility pole, bench, trash receptacle or newspaper vending machine or any surface or place on the public right-of-way.
   (6)   Temporary window signs to advertise a product, sale or promotion shall not exceed 20% per window pane.
