§ 1284.03 GENERAL REQUIREMENTS.
   An off-street parking facility shall be required when a new building is constructed, when a new use is established, when an existing building is altered or an existing use is enlarged so that there is an increase in the number of dwelling units, seating capacity or floor area or when the changed use requires different measuring standards. An off-street parking facility shall continue unobstructed in operation and shall not be used for any other purpose than parking, except that in residential districts a garage with the customary uses incident to the dwelling is permitted. Parking facilities once established shall not be changed to another location, nor shall they be reduced, without the approval in writing of the Board of Zoning Appeals upon written application made therefor. Should such parking facility be reduced without such approval, then the main use of the premises shall cease, which shall be in addition to other remedies provided for violations of this Zoning Code. A parking space means an open or enclosed area accessible from the street for parking of a motor vehicle of an owner, occupant, employee, customer or tenant of the main use.
