(A) Schedule of Pavement Composition Standards.
(1) Residential Areas.
(a) Width. Standard minimum width shall be 26 feet for local streets and 27 feet for secondary streets as measured from back of curb to back of curb, unless modified by Planning Commission as a part of a Comprehensive Development Plan.
(b) Asphalt with Concrete Curb and Gutter Section.
1. Nine-inch minimum stabilized subgrade (Item 206);
2. Four-inch limestone base (Item 304);
3. Four-inch bituminous aggregate base (Item 301);
4. One and one-half-inch asphalt (Item 440); and
5. One and one-half-inch asphalt surface (Item 440).
(c) Concrete Section.
1. Eight-inch stabilized subgrade (Item 206);
2. Four-inch limestone base (Item 411); and
3. Six-inch concrete pavement (Item 452).
(2) Nonresidential Areas.
(a) Width. Standard minimum width shall be 28 feet for local streets and 36 feet for secondary streets as measured from back of curb to back of curb.
(b) Asphalt with Concrete Curb and Gutter Section.
1. Nine-inch minimum stabilized subgrade (Item 206);
2. Four-inch limestone base (Item 304);
3. Five-inch bituminous aggregate base (Item 301);
4. Two-inch asphalt (Item 440); and
5. One and one-half-inch asphalt surface (Item 440).
(c) Concrete Section.
1. Eight-inch stabilized subgrade (Item 206);
2. Three-inch limestone base (Item 411); and
3. Seven-inch concrete pavement (Item 452).
(B) Pavements. The width of the pavement shall be measured between the vertical faces of straight curbs. The Commission may require higher standards and/or greater widths than set forth above because of extraordinary traffic loads or unusual soil conditions in specific locations.
(1) The preparation of subgrade, the materials and the construction of pavement shall be in accordance with the standards of the city, the County Engineer or the Construction and Material Specifications of the Ohio Department of Transportation, whichever is applicable or has jurisdiction.
(2) After the underground utilities and house connections are installed, and rough grading complete, the roadway subgrade shall be shaped, rolled and compacted. The developer may construct the final pavement of reinforced concrete with integral curbs or may request permission to construct a temporary pavement of slag or stone for use during the building construction period. He or she shall furnish a bond in the amount required, guaranteeing that all pavements shall be maintained in a passable and reasonable condition, without expense to the city, until acceptance of the final pavement for maintenance and use by the city.
(C) Curbs and Gutters. Rolled concrete curbs and gutters or concrete gutters integral with the pavement shall be provided as required in the district where the subdivision is located. Rolled curbs and gutters shall be not less than 24 inches wide and rolled on a 17-inch radius.
(D) Public Sidewalks.
(1) The developer of a subdivision shall be responsible for installing or providing for the installation of sidewalks in such subdivision for all buildable and unbuildable lots in such subdivision, as required by this chapter.
(2) A builder of a structure in any subdivision shall be jointly and severally responsible with the developer for installing sidewalks for all structures built by such builder in such subdivision, as required by this chapter.
(3) A developer will commence and diligently complete the construction of sidewalks for all then-undeveloped lots in a subdivision, as provided in this chapter, within 18 months of the issuance of the building permit for the subdivision improvement, unless existing construction is being performed on the lots in question and such construction shall result in the installation of sidewalks.
(4) All sidewalk installations shall conform to the requirements of Chapter 1024 of the Streets, Utilities and Public Services Code to the extent that the same may be applicable.
