§ 1248.02 IMPROVEMENTS REQUIRED.
   The land improvements required of the developer of a subdivision, as set forth in this chapter, are determined according to the type and size of lots, the accessibility of a sewer and water system and the relationship to existing and planned streets.
   (A)   Land. Land for the right-of-way for the opening or extension of any street within or on the boundary of the subdivision shall be dedicated by the developer and all easements for the extension of utilities shall be provided.
   (B)   Improvements.
      (1)   Improvements such as utilities, pavements, walks and other land improvements as required by the schedules set forth in this chapter shall be designed, furnished and installed as hereinafter set forth or required by other codes of the city. The improvements shall be of such sizes and capacities as are required for the development of the proposed subdivision and of extra sizes as may be necessary to serve nearby land which is an integral part of the neighborhood service or drainage areas.
      (2)   The developer shall be required to extend the improvements to serve adjoining unsubdivided land. If streets or utilities are not available at the boundary of a proposed subdivision, the Commission may require the developer to construct off-site extensions of the improvements. Procedures for providing any necessary extra-size and off-site improvements and general standards for prorating costs are set forth in § 1248.11.
   (C)   Schedule of Improvements. The developer shall provide and install within the proposed subdivision land improvements not less than set forth for one-family, multi-family and business districts in the following schedule:
