(A) The land improvements which are hereby required shall be designed, furnished and installed by the developer in accordance with the provisions of these regulations and other codes of the city. They shall be installed before the final plat is approved or, in lieu thereof, agreements to install shall be approved concurrent with the approval of the final plat.
(B) It is intended that the developer shall dedicate all land required for rights-of-way within the subdivision and furnish and install all improvements to provide a complete and coordinated system of streets and utilities for the neighborhood, in accord with the Thoroughfare Plan and water and sewer plans adopted.
