The public utilities and other required improvements deemed necessary in the public interest and essential for appropriate services and access to lots shall have been installed or their installation guaranteed in conformity with the provisions of § 1248.13 of these subdivision regulations before the issuance of a permit to construct a building upon a lot and before the sale or lease of a lot.
