Amendments to these regulations may be initiated by the Planning Commission or Council. If initiated by Council, they shall be referred to the Commission. After receiving recommendations thereon, the Commission shall hold a public hearing. If the amendment is approved by the Commission, Council may adopt the ordinance by a majority vote. If such amendment is not approved by the Commission, such ordinance may be adopted only by the affirmative vote of at least six members of Council.
