The provisions of this Title Four of Part Twelve of this Code of Ordinances, which regulate the planning, subdivision and development of land within the city, including procedures for the application and administration of the same, and penalties for the violation of or noncompliance with the same, shall be known, cited and referred to as the land planning and subdivision regulations of the city, or just the subdivision regulations. References throughout this Title Four to “these regulations” refer to this Title Four only.
