(A) Pursuant to and subject to the provisions of Ohio R.C. 3734.57(C), the city hereby levies a fee which is reflected in the current rubbish and recycling contract.
(B) Collection of such fee shall commence on the thirtieth day after the effective date of this section or the date upon which the implementation of the Cuyahoga County Solid Waste Management District commences, whichever is later. It shall be the duty of the operator of any solid waste disposal facility in the city to collect such fee and forward the same to the Finance Department, along with an appropriate accounting indicating poundage and/or cubic yards disposed of in the solid waste facility.
