Notwithstanding any other provision of these codified ordinances to the contrary, a contractor may be issued a special permit from the Building Department to maintain a refuse container or dumpster for the
disposal of refuse during the construction or renovation of a residence in a residential zone. Such permit shall be effective for the duration of the construction project.
