§ 1060.02 RESIDENTIAL WASTE COLLECTION.
   The following regulations govern the collection of waste materials from residential units and schools serving the citizens of the city.
   (A)   All waste materials, including garbage, refuse, recyclable materials and yard waste materials, shall be collected once a week at the curb. The day of the week for collection of waste materials from each residential unit shall be designated from time to time by the Director of Public Service.
   (B)   Refuse may be put out on the tree lawn near the curb not sooner than one-half hour before sunset the evening before collection, but not later than 7:00 a.m. on collection day. Containers shall be kept away from mail boxes.
   (C)   All garbage and refuse, other than recyclable material and yard waste, shall be placed in plastic bags and/or in plastic or metal rubbish cans with handles, provided that the weight of any plastic or metal rubbish can, along with the contents therein, shall not exceed 50 pounds.
   (D)   Tree and hedge trimmings shall be securely tied in bundles weighing not more than 50 pounds and not exceeding four feet in length.
   (E)   Large boxes, crates or furniture boxes shall be collapsed and tied in bundles not longer than four feet and weighing not more than 50 pounds.
   (F)   Carpeting and carpet padding shall be cut up and rolled into bundles not to exceed four feet in length or 50 pounds in weight. Carpet and padding shall be separated.
   (G)   Yard waste materials shall be placed in yard waste containers. Only yard waste generated on the resident’s property shall be placed adjacent to said property for collection.
   (H)   Appliances such as washers, refrigerators, stoves, hot water tanks and the like will be picked up as a special pickup item. (Doors shall be removed before being placed curbside for collection.) Metal items such as furniture, lawnmowers, swing sets, metal pipe and the like, or any type of scrap metal are categorized as special pickup items. Residents shall call City Hall to schedule the pickup for such items.
   (I)   Residents shall not place anything they wish to keep with or near trash containers. It may be mistaken for waste and taken away.
   (J)   The following materials will not be collected: earth; rocks; tree stumps; broken concrete; building materials; chemical solvents; explosives; ammunition; poison; or materials left by contractors. (Refer to division (O) hereof for disposal of such items.)
   (K)   Refuse not placed at the curb at the time of the scheduled pick-up will not be picked up until the next regularly scheduled pick-up.
   (L)   Absolutely no burning of waste material shall be permitted.
   (M)   When holidays fall on a weekday, waste collection will be on the day immediately subsequent to the regular collection day.
   (N)   The Director of Public Service shall maintain a current listing of locations where residents may dispose of ammunition, earth, rocks, concrete, waste oil and cans of paint. Such listing shall be updated periodically by the Department. Upon inquiry by any interested resident, the Department shall make such information available to the resident.
   (O)   Commencing on the date as may be prescribed hereafter by the Director of Public Service and continuing thereafter, on the regularly scheduled garbage collection day, residents shall place their recyclable material in the proper recyclable container(s) alongside bins, cans or bags containing other waste for pick-up. All persons residing in residential dwelling units in the city and who are affected by this chapter shall place their recyclable material in the appropriate recycling containers and keep such material separate from their other garbage and refuse.
   (P)   Upon the placement of recyclable materials curbside, said materials become the property of the city.
   (Q)   Once the recyclable materials are placed at the curb, no person, other than an authorized city recycling crewperson, shall remove the recyclable waste material which has been placed curbside for collection by the city. Any and each such collection in violation hereof from one or more designated curbside collection places shall constitute a separate and distinct offense punishable as provided in this chapter.
   (R)   Nothing in this section shall limit the right of an individual person, organization or other entity to donate, sell or otherwise dispose of recyclable waste material, provided such donation, sale or disposal takes place prior to placement of recyclables at the curb of a residence.
