§ 1044.01 DEFINITIONS.
   As used in this chapter.
   “Completion date.” The date on which any improvements to the system made pursuant to a resolution of necessity adopted by Council pursuant to Ohio R.C. 727.12 are certified by the City Engineer to be substantially complete and available for connection thereto.
   “Connection.” The connection of any service sewers to the EPA-financed system.
   “EPA-financed system” or “system.” The sanitary sewerage system authorized in Ordinance 27-84, passed April 2, 1984.
   “Industrial wastes.” Water-carried and liquid wastes from industrial or commercial processes as distinct from sanitary sewage.
   “Intercepting sewer.” Those sections of the system that intercept sewage and wastes from trunk sewers and that transport such sewage and wastes to the wastewater treatment facilities.
   “Lateral or local sewers.” Those sections of the system, eight inches in size or larger, that are designed and constructed to collect sewage and wastes from service sewers and that transport such sewage and wastes to the trunk or sub-trunk sewers. Such sewers provide service for local service for individual streets only.
   “Permit.” Permission from the Building Commissioner or his or her designated representative for residences, apartments, business buildings or properties, institutions and industrial establishments to connect to a public sewer or to the EPA-financed system.
   “Renovation.” Any renovation, construction, rehabilitation, remodeling, addition to or improvement of any building connected to, or, upon completion of such renovation, to be connected to, the system.
   “Sanitary sewage.” Sewage that is discharged or discharging from the sanitary conveniences of dwellings (including houses and hotels), office buildings, factories or institutions, and that is free from storm water, surface water and industrial wastes.
   “Service sewers.” Those sections of the system and private sewers that collect sewage and wastes from residences, apartments, business buildings or properties, institutions and industrial establishments and that transport such sewage and wastes to the lateral or local sewers.
   “Sewage” or “waste.” The water-carried wastes from residences, apartments, business buildings or properties, institutions and/or industrial establishments, together with such ground water, surface water and storm water which may be present, and only becoming water wastes when permitted or authorized by a permit issued by the Building Commissioner or his or her designated representative.
   “Trunk or sub-trunk sewers.” Those sections of the system that collect sewage and wastes from lateral or local sewers and that transport such sewage and wastes to the intercepting sewers.
   “Use benefits.” The number of units of use benefits considered to be conferred upon any property by virtue of construction of the system, to be calculated according to the schedule set forth in § 1044.02.
   “Wastewater treatment facilities.” Any arrangement of devices and structures used for the treatment of sewage, including interceptor sewers owned and operated by the Northeast Ohio Regional Sewer District for the purpose of conveying sanitary sewage to wastewater treatment facilities.
