For the purpose of administration of this chapter, the city shall, at all times, have free access to the premises of any user of the wastewater system and free access to the premises of any person reasonably believed by the city to be a user or potential user of the wastewater system. Such access may be for the purpose of inspection, observation, measurement or testing. Any entry under this section will be made in accordance with any safety or insurance regulations applicable to the site, and the city will treat as confidential and reasonably protect any trade secrets or proprietary information which it obtains from such entry.
