Nothing in this chapter shall be construed as preventing any special agreement or arrangement between the city and any user of the wastewater system whereby unacceptable discharges are pretreated prior to acceptance into the system, subject to any payments or surcharges for laboratory testing, metering or administrative expenses as may be applicable. Such surcharges are in addition to any surcharges for transportation and treatment in the NEORSIS system.
