No person shall discharge, or cause to be discharged, into the sanitary sewerage system, any wastewater, materials or substances which are hereby determined to be unacceptable. Unacceptable discharges include those which have been determined by the city to:
(A) Contain materials or substances which would constitute a hazard to life and limb of personnel engaged in the inspection, maintenance and operation of the system, or to persons who may come in contact with various discharges from the system;
(B) Contain materials or substances which are toxic, as defined in § 1042.11(B), or which may otherwise create a public health hazard;
(C) Contain materials, substances or properties which may be detrimental to the functional integrity or operation of sewers, pumping stations or wastewater treatment plants, or which are in any way deleterious to any part of the system;
(D) Produce excessive odors or in any other way produce a public nuisance;
(E) Be in violation of any rule or regulation for sewer use adopted by the NEORSD, the county or any other agency responsible for sewers, pumping stations, wastewater treatment plants or other system components into which wastewater is discharged;
(F) Cause the city to incur excess expense in the handling or treatment thereof;
(G) Be of such a volume or be discharged at such a rate as to exceed the capacity of any part of the sanitary sewerage system;
(H) Directly or indirectly cause water pollution in violation of any state or federal permit conditions or regulations; or
(I) Contain concentrations of toxic or deleterious materials or substances which are prohibited or which are in excess of any limits set thereon in accordance with this chapter.
