§ 1042.04 LICENSES REQUIRED; BOND; SUPERVISION OF WORK.
   (A)   Trunk Sewers. No person shall tap any trunk sewer or lay any house connection pipe flowing into any trunk sewer, unless such person first obtains from the city a license for doing such work. The work shall, at all times, be under the supervision of a builder licensed to do such work.
   (B)   Sewer Builders.
      (1)   No person shall tap any sanitary sewer, lay any building sewer or dig or open any street, road or other public way for the purpose of tapping any such sanitary sewer or laying such sanitary house connections, unless such person first obtains from the city a license for doing such work.
      (2)   Any competent person shall, on application to the city, be granted a sewer builder’s license. Such application shall be accompanied by satisfactory evidence of qualifications and responsibility.
      (3)   A sewer builder’s license shall be valid until December 31 of the year for which it is issued, unless previously revoked.
      (4)   A bond will be required of all persons making application for a sewer builder’s license and must be available for the valid period of such license.
      (5)   These regulations shall not prevent any licensed sewer builder from building house laterals as part of any contract job approved by and being done under the inspection of the city.
      (6)   Licenses will be revoked if the holder violates any of the provisions of these regulations.
