(A) No person shall lay or maintain a water main upon private land the purpose and intention of which is to serve water to consumers from a private well.
(B) The penalty provided in § 202.99 shall be cumulative to other remedies provided by law and shall in no way be deemed exclusive so as to prevent the city from invoking equitable remedies for violations or intended violations of division (A) hereof.
