(A) No person, other than a firefighter or a public employee while in the discharge of his or her duty, shall draw water from or attempt to draw water from a street fire hydrant without first obtaining a written permit therefor from the Foreman of the Street Division.
(B) The use of a wrench, other than a standard five pointed fire hydrant wrench, on a street fire hydrant shall be sufficient evidence of such an attempt to draw water.
(C) No person, after obtaining such a permit, shall use on a street fire hydrant any wrench other than a standard fire hydrant wrench.
