(A) Eligibility for the city Snow Removal Program shall be preconditioned upon the resident(s) income being at or below the income guidelines established by H.E.A.P.
(B) Resident(s) not qualifying under division (A) hereof will be placed on a waiting list. If the Snow Removal Program does not reach 100 participants using the criteria set forth in division (A) hereof, then resident(s) will be added in the order of financial need, up to 100 total participants as determined by income ranking.
