(A) No permit shall be required to remove any tree or part thereof which, by reason of damage by fire, windstorm or other natural calamity, poses a threat to the public health or safety or which obstructs any public way.
(B) In the event of a windstorm, fire, flood or other widespread natural calamity, the Mayor may declare a state of emergency and exempt from the permit requirements all operations necessary to remove threats to public safety.
