No person, other than one carrying out a contract with the city, or a public utility in case of an emergency, shall make an opening or remove any pavement in any street or other public way or public ground in the city without first filing with the City Engineer a written or printed application for a permit therefor, setting forth and indicating therein the location, kind and extent of the pavement to be taken up and the number, purpose and size of openings or excavations which are desired or necessary.
