§ 1020.02 PLAN AND SKETCH REQUIRED; ISSUANCE OF PERMIT; FEE.
   Any person desiring to fill in a street as provided in § 1020.01 shall file with the Building Commissioner a plan of such proposed work, containing the name and address of the person making such application, the location where the proposed work is to be done, the name of the owner thereof and the area and depth of the fill to be made, which plan shall have attached thereto a sketch of the present grade and the proposed grade after completion, which sketch shall be drawn to a scale of one inch to a foot. Upon receipt of such plan and sketch, the Building Commissioner shall forward the same to the Foreman of the Street Division who, after examining the same and being satisfied that such work will not interfere with the proper drainage of the street, shall endorse his or her approval thereon. Upon such approval, the Building Commissioner shall issue the permit, the fee for which shall be $5.
