§ 888.09 TAX INCENTIVE REVIEW COUNCIL.
   A Tax Incentive Review Council shall be established pursuant to Ohio R.C. 5709.85, and shall consist of three members appointed by the Board of County Commissioners of the county in accordance with Ohio R.C. 5709.85(A)(2); two members appointed by the Mayor with the concurrence of Council; the County Auditor or his or her designee, in accordance with Ohio R.C. 5709.85(A)(2); an individual appointed by the Board of Education of the Brecksville-Broadview Heights City School District; and an individual appointed by the North Royalton City School District; and an individual appointed by the Board of Education of the Cuyahoga Valley Joint Vocational School District. At least two members of the Tax Incentive Review Council shall be residents of the city. The Tax Incentive Review Council shall annually review the compliance of all agreements involving the granting of exemptions for commercial or industrial real property improvements under Ohio R.C. 3735.671 and make written recommendations to Council for continuation, modification or cancellation of those agreements based upon the performance of each agreement. The Tax Incentive Review Council shall annually review the compliance of each recipient of a tax exemption under Ohio R.C. 3735.67 with the nondiscriminatory hiring policies developed by the city under Ohio R.C. 5709.832 and make written recommendations for enhancing compliance with such nondiscriminatory hiring policies.
