(A) The city hereby adopts as its policy the requirement that each contract competitively bid pursuant to this Code of Ordinances be awarded to the lowest responsive and responsible bidder in accordance with Ohio R.C. 9.312.
(B) The other provisions of Ohio R.C. 9.312 be and are hereby incorporated by reference into the bidding law of the city, including, but not limited to, the low bidder protest procedure as contained in Ohio R.C. 9.312(B).
