§ 236.08 BIDDING FOR PUBLIC CONTRACTS.
   (A)   The provisions in Ohio R.C. 735.05, 735.051, 735.052 and 735.053 regarding bidding for all public contracts are hereby adopted by the city.
   (B)   Notwithstanding division (A) hereof, if, upon specific evidence thereof, Council finds that needed goods and/or services in any given case can be provided at a cost which, in the judgment of Council, is less than any cost likely to be obtained through a public bidding process, Council may, in its discretion, waive the public bidding provisions contained in division (A) of this section and contract with the supplier of said goods and/or services without public bidding, provided that any action pursuant to this division will require the affirmative vote of at least six members of Council.
