This chapter may be amended from time to time in the manner provided in Article IX of the City Charter. However, no amendment to this chapter which provides for a rate of tax other than that imposed by § 880.03, or which imposes the tax provided for herein on persons or income other than as specified herein, shall be enacted unless approved by a majority of those voting upon such question at a general election as provided in Section 2, Article XI, of the City Charter.
