§ 832.09 SPONSORS; PERMIT REQUIRED; FEE.
   (A)   No person shall hold, conduct or sponsor a public picnic without first obtaining a permit therefor. Applications for such permits shall be made to the Mayor, the Director of Public Safety or the Chief of Police. They shall issue such permits upon being satisfied that the proposed public picnic will in no way be detrimental to the public health, safety and welfare and upon payment to the Clerk of the city by the applicant of a fee of $10.
   (B)   All such applications shall be filed as specified in this section not later than 14 days prior to the date of the public picnic.
