(A) A fee for a license for a public picnic or recreation place as provided in this chapter shall be paid to the Clerk of the city at the time of issuing the license. If the Mayor, the Director of Public Safety or the Chief of Police refuses to issue the license, an appeal may be had therefrom to Council and the decision of Council shall be final.
(B) The license fee shall be $50 and each license granted hereunder shall expire on May 15 of each year.
