All public picnic or recreation places and buildings, structures and toilets thereon and things appurtenant thereto shall be maintained in good repair, thoroughly clean and free from any accumulation of filth, garbage, rubbish and other waste. Receptacles sufficient to contain all of the garbage, rubbish and other waste accumulated therein shall be provided as required by ordinance or regulation of the city.
