Notwithstanding § 830.01, any resident of the municipality shall, at any given time, be permitted to sell and/or display in the open one used motor vehicle, of which he or she is the owner, on property of which he or she is the owner, upon satisfaction of the following conditions.
(A) The sale and/or display of the motor vehicle shall be allowed only in a driveway. No motor vehicle shall be sold from any lawn or ground area.
(B) Said motor vehicle must be set back at least 20 feet from the city right-of-way.
(C) For purposes of this chapter, “motor vehicle” shall have the same meaning as that contained in Ohio R.C. 4501.01(B).
(D) Permission to display and sell hereunder shall be limited to two motor vehicles per year with a time limit of 15 days per vehicle, provided that if only one vehicle per year is to be sold, this time period may be extended an additional 15 days for said vehicle.
