Council, after the hearing referred to in § 820.04 and after due consideration of the facts and circumstances pertaining thereto, may issue the special permit, for a fee of $250, upon such terms and conditions as it may deem necessary and proper to ensure the health, safety and welfare of the residents of the city and those individuals who may be within the jurisdiction of the city during the time of the event. Such special permit shall be valid for not more than 96 hours.
