(A) There is hereby established a returned check fee in the amount of $25 per returned check, which shall be levied and charged to any person who tenders a check to the city and whose check subsequently is returned for any reason.
(B) All documents of the city advising of payment required to the city shall contain a notice that any check tendered to the city that is returned shall incur the $25 returned check fee.
(C) All departments of the city routinely receiving payments in the form of checks shall immediately post a notice of the returned check fee in a conspicuous place advising that any check tendered to the city that is returned will incur the $25 fee.
