The penalty provided in § 678.99, after service of the notice, or the attempt thereof, as provided in § 678.03, any duly authorized employee of the city and/or any contractor hired by the city may enter upon the property of any owner in violation of the provisions of this chapter and cut and destroy any weeds or grass growing and abate any nuisance thereon in violation of this chapter. The full expense thereof shall be charged to such owner and may be collected by the city by means of appropriate civil court action and/or as an additional penalty and fine in any criminal proceeding associated with a violation of this chapter.
