Sec. 3.11. - Meetings and procedures of the Town Council; Voting.
   The Town Council shall meet regularly and shall prescribe, by ordinance, the times and places for such meetings. The Town Council shall also prescribe, by ordinance, the procedures for calling special meetings and workshop meetings and shall further prescribe, by ordinance, notice requirements for all Town Council meetings. The Town Council shall determine its own rules of procedure; however, all such rules shall conform with state law requirements for public meetings and public participation. A majority of the voting Aldermen on the Town Council shall constitute a quorum. No action of the Town Council, except as otherwise provided herein or by law or by ordinance of the Town Council shall be valid or binding unless adopted by the affirmative vote of a majority of the quorum present.
