Provided that the actions of a person charged with a violation of this section do not include or arise from activity that is part of the entire field of regulation of firearms and ammunition preempted by the state pursuant to F.S. § 790.33 and HB 45, and all future amendments and revisions thereof, as the same may be amended from time to time. Whosoever shall steal any money, thing of value, goods or chattels of another, of value less than $50, shall be deemed to be guilty of a misdemeanor.
