§ 130.12 SOLICITATION OF RIDES OR BUSINESS.
   (A)   Hitchhiking.
      (1)   It shall be unlawful for any person or persons to stand upon any sidewalk, street, avenue, alley or public highway or grounds within the limits of the town for the purpose of hitchhiking, “thumbing”, requesting, asking or soliciting a ride from the operator of any motor vehicle.
      (2)   The provisions hereof shall not be construed to prevent a person upon a public highway from soliciting, or a driver of a vehicle from giving a ride where an emergency actually exists, nor to prevent a person from signaling or requesting transportation from a passenger carrier for the purpose of becoming a passenger thereon for hire.
   (B)   Soliciting employment or business. No person shall stand in a roadway for the purpose of soliciting employment or business from the occupant of any vehicle.
   (C)   Conflicting regulations. All ordinances or parts of ordinances in conflict herewith be and the same hereby are repealed.
   (D)   Uniform application within the incorporated area. This section shall constitute a uniform law applicable throughout the incorporated area of the town.
   (E)   Effective date. The provisions of this section shall become effective ten days following adoption.
