(A) Types of charges. All water and sewer service provided by the town shall be charged to the consumers receiving same at the rates for such service which are set and established by the town. There shall be two types of consumer service, namely, residential service and commercial service. There shall be no free utility service provided to any consumer. The rates for water and sewer service shall be fair and equitable, as determined by the Town Council.
(B) Compliance with bond resolutions. In setting the rates for water and sewer service, the Council shall review the revenues and expenditures of the town’s Enterprise Fund, and shall first find and declare that the rates for water and sewer service which they fix and establish hereunder are adequate to meet the minimum gross revenue requirement specified for the operation, maintenance and debt service of the town water and sewer system by Bond Res. 94-7 and Bond Res. 94-15.
