(A) The 12-month period shall be from July 1 of the issuing year to June 30 of the following year.
(B) The fee to be paid shall be reduced in proportion to the full calendar months of the license year which has expired prior to the issuance of the license, but no license shall be issued for a fee less than one-fourth of the annual cost.
