There is hereby created the Village ESDA to prevent, minimize, repair, and alleviate injury or damage caused by enemy attack, sabotage, or other hostile action, or from natural or human-made disaster, in accordance with the State Emergency Management Agency Act, being 20 ILCS 3305.
