If it is determined that the properties of the village have not been returned to their original condition, then the Board of Trustees or its duly authorized agent is authorized to repair the said public properties and charge the same individual, firm, corporation, organization, or utility for the cost thereof against the deposit. Any portion of the deposit not used for restoration shall be returned to the applicant.
