§ 30.07 STANDING COMMITTEES.
   (A)   Committees established; functions; composition. The following standing committees are hereby established.
      (1)   Public works committee. The public works committee will consist of two or more Trustees, one of which will serve as chairperson. An additional three non-Trustee members may be appointed at the discretion of the Village Mayor. The public works committee will serve as an advisory body to the Village Board of Trustees in matters related to:
         (a)   The operation of the Public Works Department;
         (b)   Maintenance of current municipal structures and the planning of any future building needs; and
         (c)   Policy regarding access to municipal buildings and facilities.
      (2)   Public safety committee. The public safety committee will consist of two or more Trustees, one of which will serve as chairperson. An additional three non-Trustee members may be appointed at the discretion of the Village Mayor. The public safety committee will serve as an advisory body to the Village Board of Trustees in matters related to:
         (a)   The operation of the Police Department;
         (b)   The regulation of vehicular traffic on village streets;
         (c)   The placement of street lighting within the village;
         (d)   The operation of the Animal Control Department; and
         (e)   The emergency services and disaster agency.
      (3)   Finance committee. The finance committee will consist of the Village Board as a whole, one Trustee of which will serve as chairperson, the Village Treasurer, and the Village Attorney. The finance committee will serve as an advisory body to the Village Board of Trustees in matters related to the formulation of village budgets and appropriations and other matters related to the financial welfare of the village.
      (4)   Park and recreation committee. The park and recreation committee will consist of two or more Trustees, one of which will serve as chairperson, and up to four non-Trustee members. The park and recreation committee will serve as an advisory body to the Village Board of Trustees on matters related to the development of village parks and promotion of recreational activities. The officers of the Village Athletic Association who are residents of the village shall serve as a subcommittee of the park and recreation committee and make recommendations relating to the scheduling of Village Athletic Association-sponsored activities in village parks.
      (5)   Economic development committee and the planning committee. The economic development committee and the planning committee will each consist of two or more Trustees, one of which will serve as chairperson, and up to ten non-Trustee members. The economic development committee and the planning committee will serve as an advisory body to the Village Board of Trustees in matters related to the short and long term economic development of the village.
   (B)   Appointment of committees.
      (1)   Appointment. All standing committees will be appointed by the Mayor with the advice and consent of the Village Board of Trustees. The Village Mayor will present the names of the standing committee members to the Village Board in writing at the start of the fiscal year. The Village Board of Trustees will then vote on the appointments.
      (2)   Chairperson. The first named Trustee of each committee will serve as chairperson and the next named Trustee will serve as recorder. In the event of the absence of the committee chairperson, the recorder will act as chairperson.
      (3)   Call special meetings. The committee chairperson or the Mayor is authorized to call a special meeting if he or she determines that business must be conducted before the next scheduled regular meeting.
      (4)   Terms of office. The terms of office for the standing committees will end with the end of the fiscal year.
      (5)   Ex officio member. The Mayor will serve as an ex officio member of all committees.
