Any animal which does not exhibit a valid vaccination or registration tag and which reveals the symptoms of an injury or disease, clearly not those of rabies, as determined by the administrator or his or her designated agent, may be subjected to disposal as provided in § 94.06 at the earliest possible time by the shelter personnel.
