The village shall prosecute all complaints or violations of this code. It shall not be a defense to this violation that the owner or the occupant contractually assigned the obligation to abate such nuisances to the other or another party. As owner and/or occupants of the property, they are jointly and mutually obligated to comply with this code and to abate nuisances. The village may seek relief from either or both the owner or occupant of the property.
